The status “out of sync” is based on reports of your configuration management solution, so it assumes it is run regularly. Depending on your environment this could be a wrong assumption or the timing is off.
The interval comes from the settings “Out of sync interval” on General tab and/or “Puppet interval” on Puppet tab.
There is also “Puppet out of sync disabled” on Puppet tab to disable it.
