You may start to see more instances of PRs having both not yet
reviewed and waiting on contributor labels.
This is deliberate and will happen when the PR's failed something basic
(like tests not passing, bad commit messages) and means it is waiting on
you before its first review. Please check what needs to be fixed and
update the PR.
When updated, the WoC label should now be removed and it goes back into
not-reviewed queue rather than jumping to re-review.
