I have numerous systems based on rhel 5 and 6: does anyone know if redhat makes their repositories available as archives?
The plan is to decomm or replace them but it might be nice to at least have the latest packages installed on them (which is NOT the case).

At least I can find and download the packages via their download mechanism and I see there some repository names, so I would expect a registered system to still get the latest packages.
RHEL6 repos are still available until extended support ends later this year, and Katello technically still supports managing RHEL6 hosts if you have the required Red Hat subscriptions. RHEL5 hosts are not supported.
