Pull Request Format Checking for Repositories

All,

On some repositories, you have probably seen the Foreman Bot commenting on
the formatting of the commit/pull request messages. We have moved the list
of repositories that this currently applies to to a configuration file to
make requests to add new or existing repositories easier for developers [1].

If you would like to add a repository to this list please open a pull
request to https://github.com/theforeman/prprocessor adding your entry to
the configuration file [2].

I should add, for developers of Katello pieces you will see output starting
to appear once [1] is merge if you aren't following proper formatting.

Thanks for the updates Eric. I've added some higher level documentation
about the prprocessor webapp to this wiki page for anybody interested:
PrProcessor - Foreman.
