Does Foreman import puppet config only if in modules? I have most of my
configs in /etc/puppet/manifests.

It should work fine. I don't remember the gotchas though. What version
of Foreman are you running? 1.0+ needs a smart-proxy running on your
puppetmaster, even if it is the same host as the Foreman server.
