PuppetDB Failed to start with SSL Connection Exception

I am having Foreman 1.20, Katello , puppet and puppetdb. Puppetdb failed to start with an error message

ERROR [p.t.logging] Uncaught exception
java.sql.SQLTransientConnectionException: PDBMigrationsPool - Connection is not available, request timed out after 3003ms.

Caused by: org.postgresql.util.PSQLException: An error occurred while setting up the SSL connection.

I followed the puppetdb configuration site to setup SSL, I tried all possible options listed in this site related to this issue. I still couldnt fix this. Appreciate if anyone offer some guidance.
