The issue mentioned really affects Katello, not Foreman. This is now only affecting CentOS Stream and not AlmaLinux so it’s likely some package update. In a discussion on Matrix @evgeni suspected an update of subscription-manager: subscription-manager-1.29.45-1.el9 | Build Info | CentOS Stream BuildSys. Finding these issues in CentOS Stream before they hit RHEL is precisely what Stream is for. Investigation continues, but it could be fix: Do not upload profile from DNF, when it is disabled in conf · candlepin/subscription-manager@377538c · GitHub.

Katello 4.16

There a PR for the API docs (Add apidocs for Katello 4.16 by qcjames53 · Pull Request #24 · theforeman/apidocs · GitHub) and the release notes still need to be finished: Add Katello 4.16 release notes by qcjames53 · Pull Request #3693 · theforeman/foreman-documentation · GitHub.

We then had a longer discussion on the ideal state of release notes. Today a lot is written just around the release period, but a lot of features are actually developed during the whole release cycle. It’d be great if people added release notes whenever a change is merged that warrants a release note to foreman-documentation, for example foreman and katello.
