Foreman 3.14

Foreman 3.13
- Foreman 3.13.1 in progress (Foreman 3.13.1 release process). @pcreech will get @ogajdusek up to speed now that Easter is behind us.
Katello nightly
- Currently broken due to Pulp upgrade. By the time I write this @pcreech has already reverted the broken Pulp binding upgrade. This required some dance to purge some files from the CDN. The cause of the breakage was faraday-net_http being listed as a dependency with a version constraint we couldn’t match. It should have been listed at all and has been removed. New releases are flowing into nightly to complete the Pulp upgrade.
- Foreman 3.15 and Katello 4.17 branching is nearing and we’re around the point where we need to post procedures. Pavan & @sajha will take ownership of the next release. Initially with a focus on Katello but @iballou will check if they’re also up to take on the Foreman release owner role.
