RFC: ongoing support for Ubuntu 12.04

Hi folks,

In preparation for Foreman 1.7, we're looking at how to continue support
for Ubuntu 12.04 (precise) as we plan to drop support in Foreman core
(not proxy, installer etc) for Ruby 1.8, which it uses.

Michael, Greg and I are working on moving packages over to use the
Brightbox PPA for Ruby 1.9 and as a consequence, Puppet 3 or above.

Although it's a work in progress, I've written up this wiki page to
describe what & why we're changing and would appreciate any feedback if
it affects you.

The upgrade looks like it'll be straightforward, and Michael's tests
have been positive so far.

So please treat this as a bit of a heads-up if you're on 12.04, we hope
it makes sense and will enable us to support 12.04 for a few more
releases yet. We should have nightlies moved over in the next week or
two if you want to try it out sooner.
