Problem: Cannot add a RHV 4.4 RHV Manager to the Compute Resources of Foreman 1.12

Expected outcome: Should be able to add it and see VMs

Foreman 1.12 is ancient - over 4 years old at this time (and contains many known bugs and security issues).
You should plan your upgrade to a recent foreman version (2.3.2 is the latest release at the time of writing) which will also allow you to use it with RHV 4.4.
