Rpm listed in repository, but get 404 not found when attempting to install

Problem: My users are trying to install an rpm in the EPEL repository. I can see it listed under /pulp/content/ORG/lifecycle/composite-content-view/custom/el7_repos/epel_x86_64/Packages/w/. However, when I click on it, I get 404: Not Found. Any ideas what might be wrong?

Expected outcome: yum installs the rpm

Foreman and Proxy versions: foreman 2.4.1-1 katello 4.0.3-1

Foreman and Proxy plugin versions:

Distribution and version: CentOS 7.9

I think this is a problem with the uplink repository. So, we can drop this for now.
