If you use Satellite allocation, it means you already have a Satellite subscription available from Redhat. Otherwise, you have to create a new allocation with SAM 1.4. (Setup repo for RHEL without satellite subscription in Foreman - #8 by kobena), then import it as manifest into Katello.
Do you use Katello behind a proxy ? Do you use proxy to register your Katello instance to Redhat ? If yes, you’ll probably have to configure your proxy in Settings to allow Katello to discover Redhat products.
