Smart proxy not serving dhcp

Problem:
based on docs It seems smart proxy if configured to do so should serve dhcp
Expected outcome:
smart proxy should serve dhcp for configured subnets

I can get pxelinux.0 via tftp but it appears I get no dhcp? I assumed the proxy would do this or do I need to install dhcp-server software?

this is resolved, this was due to having to adopt a system when its designer had left the company. Issue resolved in other tickets
