It results in “Error updating setting: Invalid single-table inheritance type: Setting::Discovered is not a subclass of Setting”
Expected outcome: hostname fact should be set in the discovery

I think you are affected by Bug #35686: Can't change Discovery Hostname facts in Settings Discovery tab - Discovery - Foreman, which should be solved in foreman-discovery 21.0.4
What version of foreman-discovery do you have installed? (The package name on EL7 is tfm-rubygem-foreman_discovery).
If it is not 21.0.4, you should update to that version and rerun foreman-installer to let migrations run.
