'tito tag' workflow no longer needed for rpm/develop packaging

With the ongoing work on packaging automation, we have removed the need to tag the foreman-packaging git repository for releases on the rpm/develop branch. This means you no longer need the ‘tito tag’, ‘git push rpm/develop <git tag>’ workflow. Merged packages simply need to be ‘tito release <releaser>’. We plan to roll out automated building soon (hopefully within the next week) to make this entirely hands off.

Could you update the Release Process docs please?

Note that this is currently only rpm/develop. It’ll become relevant for 1.18, but 1.17 will continue using the old process.

It is important to note that this does mean we need changelog entries to be written by packagers.
