Unable to find how to get the redhat manifest file from Redhat

Problem:
The redhat site will only create manifest files for satellite server. We don’t have a satellite license to it won’t create a manifest file

Expected outcome:
Be able to create a new manifest file for foreman to be able to manage the redhat servers from the foreman-katello site

Foreman and Proxy versions:
Foreman 12.1
Katello 14.4

Foreman and Proxy plugin versions:
foreman-plugin-remote-execution
foreman-proxy
foreman-proxy-plugin-remote-execution-script

Distribution and version:
Redhat 7/8/9

Other relevant data:
I tried the various urls:
https://access.redhat.com/management
https://console.redhat.com/insights
Hybrid Cloud Console - only allowed satellite

Most of the support tickets reference manifest issues but not how to acquire the manifest zip file.

I found the manifest.zip file please ignore this. The instructions were here:

Another thing to consider, I believe if you purchase licensing for 10 or more Servers, RH will throw in the Satellite infrastructure licenses for free.

Think this is only the case, if the Subscription includes “with Smart Management” but i maybe wrong
