Unable to open foreman in IE11

Problem:
When we open foreman in IE11 we are getting blank page.

Expected outcome:
Should get login page as we are getting in chrome
Foreman and Proxy versions:
Foreman :1.24.3
Proxy: 1.24.3

In this PR we already had some discussion about this:

The problem is that Patternfly v4 appears to have dropped IE support.

For now the recommendation is to use a newer browser than IE11. Also note that https://techcommunity.microsoft.com/t5/microsoft-365-blog/microsoft-365-apps-say-farewell-to-internet-explorer-11-and/ba-p/1591666 already has a roadmap when MS will drop support for it.
