Update JJB to 1.4

I'd like to request that we update our JJB copy to the latest released 1.4
version.

The 'local' branch of https://github.com/theforeman/jenkins-job-builder
is the version we use, send a PR against that merging the upstream tag.
Please also test it against foreman-infra and send a PR for any changes
required or deprecations.

Thanks for the instructions - I've opened [1] for the 1.4 update and [2]
for the deprecations.
