Updating environment with new puppet classes fails

I created a new environment name test. Verified that it got created by checking in ui as well as from command hammer environment list.
Then I ran the command hammer proxy import-classes --environ-id=5 --id=1
I expected the environment to get updated but found that it gets removed. Verified this from ui. As well as cli.
This doesn't happen with the oob environment production.
Need some help here.
