Upgrade to 3.11 broke Cockpit Integration

Problem:

After upgrading to Foreman 3.11 the COckpit integration is broken. When I click “Web Console” I am seeing the following error:

Forbidden

You don’t have permission to access this resource.

Expected outcome:

Cockpit Access

Foreman and Proxy versions:

3.11.1

Foreman and Proxy plugin versions:

Distribution and version:

RHEL 8

This was already reported and there is a fix in Bug #37761: Cockpit integration fails with AH: Unsafe URL with %3f URL rewritten without UnsafeAllow3F in foreman-ssl_error_ssl.log - Foreman Remote Execution - Foreman
