Upgrade to Foreman 3.11/Katello 4.13 with external postgresql database

I am planning an upgrade of my test environment and have a question concerning the upgrade of postgresql from 12 to 13 on an external server.

When should I upgrade the postgresql install on the external server from 12 to 13?

Since the packages for a all-in-one server has the postgresql packages updated as part of the dnf upgrade, I assume that I should upgrade postgresql on the external server prior to running foreman-install on the frontend server.

Can any confirm this for me?

Yes, makes sense to update before

Not sure if this order is really needed, but there were some performance issues reported when Foreman/Katello/Pulp assumed a PostgreSQL 13 but was still on PostgreSQL 12.
