You may want to try editing the VMware compute resource and ticking the
random console passwords box. This was mentioned on IRC the other day
that when it's unticked, no password is set on the VM console and so it
can't connect.
I'm unsure if this is a bug in Foreman or a (sensible) VMware restriction.
