Custom report template only visible to "admin" users

Problem:
I created a custom report template by cloning the default “Job - Invocation Report” template.

However it seems that only admin users can now see the new report template.

I’m not sure how to make this new report template visible to non admin users too (all the default report templates are visible though)

Expected outcome: The new report template has the same visibility as the original report template it was cloned from (i.e visible to non admin users).

Foreman and Proxy versions: 3.18

Could you please check if the cloned template has the same organization/location assigned as the original one (or the user that needs viewing the template)? It might be related to taxonomy mismatch, since by default report templates don’t clone taxonomy scope of the original template.
