This is failing because:

  • ansible-core 2.12.2 is in CentOS Stream 8, which obsoletes ansible 2.9
  • openscap 1.3.6 is in CentOS Stream 8 and our package requires < 1.3.6

It is odd this only fails on upgrades but not on installation.
